Foreign Relations

The Ministry of Foreign Affairs and European Integration (MFAEI) is the specialized central body of public administration authorized to promote and implement the foreign policy of the State. The activity of the Ministry is regulated by the functioning Regulations, approved by the Decision of the Government No. 1156 of November 04, 2005.

The Ministry of Foreign Affairs and European Integration develops an ample activity destined to assure favorable conditions for the plenary realization of the national interests of RM on the external plan: the European integration, consolidation of cooperation within the international and regional organizations, promoting the economic interests, assuring a favorable external environment and international support necessary for the implementation of economic and social-politic reforms in the RM, regulation of the Transnistrian conflict, protecting the interests of the Moldovan citizens who are abroad and consolidation of the positive image of the RM on the international arena.

Among the most valorous realizations of the Moldovan diplomacy in the field of European integration it should be mentioned the deepening of the bilateral dialogue with the EU within the European Neighborhood Policy; on February 22, 2005 at Brussels it was signed the Plan of actions RM-EU; opening the mission of the RM to the European communities the creation of the Office of the Delegation of the European Commission to the Republic of Moldova (in October, 2005); the appointment of a Special EU Representative to the Republic of Moldova and the enlargement of the (“five plus two side”) format for carrying out of negotiations for the settlement of the conflict in Transnistria with the inclusion of the EU and the USA; getting facilities for the GSP+ system for the export of Moldovan products to the EU market; continuing the dialogue with the European Commission in order to get the EU Autonomous Trade Preferences according to a model of similar offer for Western Balkans states etc.

The active participation to the programs of the European Union (EU) is one from the objectives of the process of European integration of the Republic of Moldova (RM) It facilitates the implementation of the Association Agreement (AA) by assuming good practices from EU and promoting the contacts between the persons.  After the Additional Protocol to the Partnership and Cooperation Agreement (PCA) was signed with the RM on September 30, 2010 there were undertook consequent actions for extending the participation of the institutions from the RM to the EU Programs – Horizon 2020, Creative Europe, Erasmus+, Customs 2013.

The Eastern partnership represents an initiative of EU consolidation and deepening the consolidation with the states from the Eastern dimension (Armenia, Azerbaijan, Belarus, Georgia, Republic of Moldova, Ukraine) for supporting and accelerating their gradual approach to EU. Officially being launched on May 7, 2009 within the Prague Eastern Partnership Summit, the initiative is governed by the principles of common involvement, differentiation and confidentiality and the common values as the democracy, the rule of law, respect of human rights and the principles of the market economy, sustainable development and good governance stay on the basic of this partnership.               Cooperation of the Republic of Moldova with UNO and its specialized institutions also represent an important field in the activity of MFAEI. At this stage the activity of UNO in Moldova is developed according to the Partnership Agreement UNO- Republic of Moldova and the plan of actions for the period 2013-2017 which was signed in Chisinau, in December 2012, by the chief of the Government of the Republic of Moldova, UN Resident Coordinator and the representatives of UN organizations in the Republic of Moldova. Also there were achieved a series of positive decisions from FAO and respectively from the International Labour Organization regarding the opening of some offices in Chisinau and appointment of the national coordinators. Both actions had the goal to assure the maintenance or increasing the volume of assistance offered to our country in the fields of agriculture and respectively in the field of labour.

A positive evolution had the relations of the Republic of Moldova with the North – Atlantic Alliance. The qualitative new level of these relations was defined in the Individual Plan of actions of the partnership Republic of Moldova – NATO for 2014 – 2016, whose implementation will contribute to the intensification of the political dialogue and deepening the cooperation of RM with the allied states and the partner states, it will assure the modernization and reformation of the national sector of security and defense.     Making reference to the cultural dimension of the foreign policy it should be mentioned the active participation of the representatives of the Diplomatic Service to different important events destined to promote the image of the country, its cultural artistic values and to establish cooperation contacts in the field of culture. There were impulse the cultural contacts with the world states. MFAEI and diplomatic missions offered the necessary assistance for the participation of the representatives of our country to international exhibitions, fairs, symposiums and popularization of scientific relations and of touristic patrimony.
