The state policy in the field of research, development, innovation and technological transfer is realized by the scientific community being represented by the Academy of Sciences according to the Code of Science and Innovation and according to the Partnership Agreement between the Academy of sciences of Moldova and the Government of RM through which the Government transmits it the competence to realize the state policy in the field of science and innovation. 

According to the Code of science and innovation, ASM represents the Public Institution of national interest in the field of science and innovation, is the plenipotentiary coordinator of the scientific activity and innovation, the highest forum of the state and the scientific advisor of the public authorities of the Republic of Moldova.

The supreme administration body of the Academy of Sciences of Moldova is the Assembly of the Academy of Sciences constituted from permanent members, correspondent members of ASM and 78 habilitate doctors elected by the scientific community from the Republic of Moldova. The executive body of the Assembly is the Supreme Council for Science and Technological Development made up of 17 members, 5 ex officio persons: the president of the Academy of Sciences, Senior Vice President, 2 vice presidents, general scientific secretary of the Academy of Sciences; 12 representatives of the scientific community elected by the Assembly. The Supreme Council for Science and Technological Development (hereinafter referred to as Supreme Council) elaborates prognostics of the development from the field of science and innovation, identifies the strategic directions in the field of science and innovation, examines and approves strategies, programs related to the field of science and innovation, etc.  

The main objective which ASM has is the settlement of three main problems: achieving successful scientific results at global level, scientific and expertise assurance of the most important decisions of the government of the country, creation of leading technologies would assure the increase of the standard of living of population.     Recognizing the priority of the development of fundamental researches which constitute a valorous source of getting new knowledge, the administration of the Academy of Sciences simultaneously orient the activity of the organizations from the field of science and innovation to the conversion of the scientific results in new devices and technologies with the goal to implement them in the national economy. Now these works are concentrated in 14 state programs and 34 projects of technological transfer in the field of elaborating new alternative energy sources, biomedicine, pharmaceutics, nanotechnologies and attainment of new materials, keeping the fertility of the soil and food security, creation of new types of agricultural crops and protection of plants etc. the researches in all these fields are developed partially together with the scientists from USA, European Union, CIS countries, Romania and other states, a considerable part of financial resources come from abroad.  

One from the main directions of activity of the Academy of Sciences of Moldova constitutes the exceeding the isolation statute of the scientists from Moldova from the global science.  The participation of the Republic of Moldova to the creation process of unique scientific European space contributed to the stabilization of the scientific potential of the country and to the potentization of the reciprocal advantageous exchange with the scientific community of EU.
